SARGEN Handline Pushes Forward Policy Consultations on Fisher Onboarding, Labor Standards, and Occupational Safety

The two-day consultation workshop, held at Sun City Suites, General Santos City on June 19–20, 2025, brought together vessel owners, company representatives, and key stakeholders in the tuna handline sector for an in-depth discussion on improving labor practices at sea. The workshop focused on the development and refinement of operational policies that directly affect the day-to-day working conditions of fishers.

Participants reviewed and provided input on the onboarding process, ensuring that fishers receive proper orientation and briefing before deployment. The importance of accurately recording working hours and rest hours was also emphasized, to promote fair labor practices and prevent overwork. Likewise, the workshop tackled the provision of adequate sanitary facilities on board vessels, which is essential for ensuring hygiene and crew welfare during extended fishing trips.

The Health and Safety Policy was also discussed, including the proper use and availability of Personal Protective Equipment (PPE), aimed at reducing risks and ensuring safer working conditions at sea. 

The participants were also consulted on the development of Written Work Agreements, which aim to define the roles, responsibilities, and entitlements of both fishers and vessel owners in a clear and legally compliant manner.

Through collaborative discussions and active participation, the workshop helped pave the way for more structured, rights-based management of labor onboard SARGEN handline vessels enrolled under the Fisheries Improvement Project.
