In abidance with the mandate on the installation of vessel monitoring system, a training on Basic troubleshooting of Vessel Monitoring System (VMS) and proper reporting of catches in the Electronic Reporting System (ERS) for Commercial Tuna Handliners was facilitated by the Bureau of Fisheries and Aquatic Resources (BFAR) and the SOCSKSARGEN Federation of Fishing & Allied Industries, Inc (SFFAI) on November 16, 2023 at London Beach Resort and Hotel in General Santos City as part of the Fishery Improvement Program (FIP).
Ms. Maria Joy Mabanglo facilitated the discussion on the importance and functions of VMS and ERS. She also demonstrated the system data flows, how Vessel Monitoring System works, what information are being sent by the ERS unit, and the frequency of data sending. In addition, she explained that VMS is a satellite-based system that provides data such as location, speed, course, and other activities of fishing vessels at regular intervals of time.
Ms. Mabanglo explained that the data from the Electronic Reporting System (ERS) is collected by fishing authorities and it is made sure that the vessels are following all international fishing regulations and are within fishing limits. It is useful in providing data about the arrival and departure timings of ships such as cargo vessels and commercial fishing vessels to the port authorities. He also mentioned that the system enables the authorities to take the necessary actions in case of any violation of code by any of the vessels.
Lastly, Ms. Mabanglo reminded the participating fishermen that VMS installation is not there to limit fishers’ activities. Instead, it plays a vital role in promoting sustainable fisheries management, enhancing safety and security, improving data collection, facilitating enforcement, and encouraging responsible fishing practices. It is an essential investment for ensuring the long-term health and viability of the fisheries sector.
